The state system at the beginning of the modern era

Since the beginning of the modern era, the world powers that have determined theinternational order have always replaced each other. All those questions that are regulated domestically by a constitution are determined internationally within the framework of a world order; i.e. who has what competences; how power is divided; what rules there are; and who determines these rules. It is obvious that the great powers set the goals in this process. It is also interesting that fundamental decisions were usually not made in accordance with international law, but rather that power-political results were decisive for what is considered international law.
